What is the meaning of term 'anti-state' on which behalf people are being disappeared? Chief Justice

Chief Justice of Pakistan, Justice Iftekhar Chaudhri in the sarcastic remarks has said that people are being disappeared on the excuse that they are anti-state; however would someone tell that what exactly is the anti-state and how people in Pakistan become anti-state.
